UGA Local Rules
and Conditions of the Comptetition
All tournaments
conducted by the Utah Golf Association are conducted under the USGA
Rules of Golf and the UGA Local Rules as listed below. At each tournament
there is usually an additional set of rules known as the Local Rules Addendum
that take into consideration the circumstances and condition of that particular
golf course. All UGA tournament players are urged to become familiar with
the UGA Local Rules and Conditions of the Competition. Please print out
a copy and keep it in your golf bag for easy reference.

Local Rules
Play is governed
by the USGA Rules of Golf and by the following Local Rules and definitions
where applicable. Any changes and additions to these Local Rules will
be provided on a Local Rules Addendum sheet.
Unless otherwise stated, penalty for breach of a Local Rule is two strokes
in stroke play and loss of hole in match play. Any questions should be
resolved before the scorecard is signed and turned in.
Disregard any local rules printed on the course scorecard.
1- Golf Balls and Clubs: Only golf balls that have been tested
and are on the current list of USGA Conforming Golf Balls may be used.
All clubs must meet USGA specifications. Penalty- Disqualification.
2- Pace of Play: Rule 6-7 will be enforced as per UGA Pace of Play
guidelines.
3- Embedded Ball: Anywhere 'through the green', a ball that is
embedded in its own pitch mark, except in loose sand, may be lifted without
penalty, cleaned and dropped as nearly as possible to the spot where it
lay, but not nearer the hole.
4- Out of Bounds: Defined by the nearest inside points of white
stakes, fence posts, masonry walls, and/or white lines at ground level.
When out of bounds is fixed by a white line on the ground, the line itself
is out of bounds. All public roads are deemed out of bounds and if not
otherwise marked the nearest edge of the concrete/asphalt, or curbing
shall be the boundary. If a ball crosses a public road and comes to rest
on another part of the course it is deemed out of bounds.
5- Ground Under Repair: Areas enclosed with white lines. French
drains are also considered ground under repair.
6- Water Hazards: Defined by yellow lines and/or yellow stakes.
Stakes identify, lines define.
7- Lateral Water Hazards: Defined by red lines and/or red stakes.
Stakes identify, lines define.
8- White lines tied into obstructions are part of that obstruction.
9- Permanent elevated power lines and cables: If a ball strikes
such a line or cable, the stroke shall be cancelled and must be replayed
without penalty.
10- Late to tee: If a player arrives at the starting tee within
5 minutes after the assigned starting time, the penalty is loss of the
first hole in match play, or two strokes at the first hole in stroke play.
Later than 5 minutes is disqualification.
11- Suspension of play for a dangerous situation: As per rule 6-8
and Appendix 1-4. All practice areas are closed during a suspension for
a dangerous situation. Suspensions for a dangerous situation shall be
signaled by one prolonged air horn blast. All other types of suspension
shall be signaled by several short blasts.
12- Doubt as to Procedure: (In stroke play only) If during the
play of a hole a competitor is doubtful of his rights or procedure, he
may, without penalty, play a second ball as outlined in Rule 3-3. Prior
to proceeding the player should announce he is invoking the rule and declare
which ball he intends to score with.
13- Integral Parts of the Course: Includes cables, rods, wires
or wrappings when closely attached to trees, liners in bunkers, railroad
ties and other support walls when located in hazards, unless otherwise
provided in Local Rules Addendum.
14- Temporary Immovable Obstruction: Local Rule in Appendix 1 is
in effect.
15- Newly Sodded Areas: If a ball lies in or touches a sod seam,
the player may, without penalty, lift the ball and clean it and drop the
ball as near as possible to where it originally lay, not nearer the hole,
where it avoids interference by the condition and is not in a hazard or
on a putting green.
UGA Conditions of the Competition
Pace of Play-
Timing will take place without warning whenever a group is deemed out
of position. If your group is out of position you are required to play
under the following Pace of Play rules.
A group is out of position if (a) it is behind the prescribed
time, and (b) on par four and five holes if the group in front is on the
green when you reach the tee, and on par three holes if the group in front
has left the green when you reach the tee. Unless otherwise noted a foursome
shall take no longer than 15 minutes to play a hole, a threesome no longer
than 13 ½ minutes per hole, and a twosome no longer than 11 ½ minutes
per hole. Pace of play penalties will be assessed to individuals, not
groups.
Any player in a group deemed out of position who takes more
than 40 seconds to play a stroke will be subject to penalty as
follows: First offense, one stroke; second offense, one stroke in stroke
play, loss of hole in match play; third offense, disqualification.
The timing of a player's stroke will begin (1) when he has
had a reasonable opportunity to reach his ball, (2) it is his turn to
play, and (3) he could play without interference by another person or
ball. The time spent in measuring distances counts as part of the next
stroke.
Cellular Telephones- Cellular telephones are not permitted to be in
use on the golf course during any UGA event.
Dress Code- Players must abide by the UGA dress code for the event
and by the dress code of the hosting facility. The UGA encourages neat
and clean clothing, and in some tournaments requires long pants and prohibits
jeans, levis, and denims. Each player is responsible to know the dress
code. At the Utah State Am shorts are not permitted.
Shoes: Shall comply with the host course policy.
Sportsmanship, Personal Conduct- The UGA expects a high standard
of conduct and sportsmanship from all players in UGA events. Players who
conduct themselves in a discourteous or unsportsmanlike manner are subject
to disqualification at any UGA event according to the discretion of the
tournament committee. The UGA Board of Directors could extend the disqualification
to some additional future events if circumstances warrant.
Foul and abusive language, cheating, throwing clubs, drinking
alcohol in excess on the course, and showing disrespect for club facilities,
tournament officials, spectators, and fellow competitors are actions subject
to disqualification. If a player is disqualified for any of the above
reasons he shall not be permitted to continue play in that particular
tournament and shall be asked to leave the course if his conduct remains
abusive or threatening.
Conduct of a player will be a consideration in the selection
of all participants in UGA team events.
